Disconnect Policies

Note on Disconnection Restrictions and LIHEAP Assistance: Most policies restricting disconnection of energy service prevent the shut-off or disconnection of service during specific time periods or weather conditions.  Utilities continue to bill customers for usage and service occurring during periods when disconnections are restricted, and disconnection prevention policies do not reduce customer’s past due arrearages. These policies do not prevent later service disconnection when restrictions do not apply and the customer has a remaining past due amount.  LIHEAP assistance is one resource that may assist eligible customers with home energy costs, even when disconnection policies temporarily prevent disconnection.

Note of Disconnection Policy Applicability: These policies are based on public information for each state.  These policies generally apply to regulated utility companies and not to all energy providers. Public Utility Commissions (PUCs) and Public Service Commissions (PSCs) are charged with regulating designated utility companies and with ensuring that the utility companies provide their services at a reasonable price. In general, municipal utilities, rural electric cooperatives and deliverable fuel providers are not regulated by PUCs/PSCs. The policies do not apply to such energy vendors, though they may choose to comply with the regulations. If you have a dispute with your utility, you should try to resolve it with the utility first before calling your PUC/PSC.
